Memoir '44 is my recommendation for introducing non-gamers to the wargame genre. The hex-and-token system is visually clear. The command card system means you are making real strategic decisions with limited information. The historical scenarios create genuine narrative. The scenarios are short enough to fit in an evening without feeling rushed.
The campaign mode across scenarios creates a narrative arc that makes the historical theme feel meaningful. Winning or losing in one scenario affects resources in the next. This creates stakes that individual scenarios cannot create.
For experienced wargamers, Memoir '44 is too light to be their primary game. For everyone else, it is an excellent entry point. The Overlord rules for larger group play are a unique feature that most tactical wargames cannot replicate.
